Foreigners and stateless persons, including Ukrainians abroad, who are permanently live in Ukraine, citizens of the Republic of Poland, persons recognized as refugees, and persons who need additional protection have the right to obtain professional preliminary education on an equal footing with citizens of Ukraine, in particular at the expense of the local budget.
